What is the EU Air Safety List?

The EU Air Safety List (ASL) is a list of airlines that do not meet international safety standards. The airlines included in the ASL are banned from operating to, within, and from the EU (including overflights). Airlines that do not operate in the EU may also be added to the ASL to warn travelers outside the EU of potential safety concerns. If the safety authorities of a third country are unable to meet their international safety oversight obligations, all carriers from that country may be added to the ASL.

Which carriers are currently on the EU Air Safety List?

  • 100 airlines from 15 countries due to poor aviation authority oversight.
  • 22 airlines from Russia, and 6 airlines from other countries due to serious safety deficiencies (Air Zimbabwe, Avior Airlines, Blue Wing Airlines, Iran Aseman Airlines, Fly Baghdad, and Iraqi Airways).
  • Iran Air and Air Koryo have restrictions and can only fly certain aircraft types to the EU.

    How is an airline added to the list?

    If the European Commission or an EU Member State obtains and confirms evidence of serious safety deficiencies on the part of an airline or its oversight authority anywhere in the world, the list will be updated to include that airline or all airlines from the country in question.

     

    Does inclusion in the EU Air Safety List always mean that the airline is no longer allowed to fly in Europe?

    Yes. As long as an airline is subject to a total ban, neither its aircraft nor its personnel can operate within the EU’s airspace.

      

    What is the safety problem with Russian aircraft?

    Following Russia's war of aggression against Ukraine, over 500 Western-built aircraft, which were leased to Russian airlines, were unlawfully seized and re-registered on the Russian aircraft registry. These aircraft previously held valid Certificates of Airworthiness from Bermuda and Ireland, but they no longer have such certification. Since Russian authorities cannot guarantee their airworthiness, these aircraft are considered unsafe. As a result, Russian airlines operating these aircraft have been added to the EU Air Safety List.
